I had traveled to Washington D.C. last week, by the program which Ms. Cestone nominated me, National Youth Leadership Conference (NYLC). And what I experienced "If I were President", people in different agencies to consider a question on different respective. Such as, in NYLC, we are discussing a question by playing different kind of plays, my is the minority leader of the foreign committee chairman. The president ask a question that we had to be able to respond it immediately. And the treasurer of the white house would also be reacted that idea's cons and pros on the budget right away. The National Incident Management System (NIMS) defines preparedness as "a continuous cycle of planning, organizing, training, equipping, exercising, evaluating, and taking corrective action in an effort to ensure effective coordination during incident response." This 'preparedness cycle' is one element of a broader National Preparedness System to prevent, respond to, recover from, and mitigate against natural disasters, acts of terrorism, and other man-made disasters.The Department of Homeland Security/Federal Emergency Management Agency supports preparedness by developing policies, ensuring adequate plans are in place and are validated, defining necessary capabilities required to address threats, providing resources and technical assistance to jurisdictions, and integrating and synchronizing preparedness efforts throughout the Nation.
To me the FEMA & Independent Agencies play the role of helping. The other companies became the other agencies that play the same role which is to help. In my country the agency play the same role but the only different is that sometimes is good and sometimes is bad. But they all do there best to help you.
The roles of this particular agency is to insure a shelter for every person that gets affected in a natural disaster. Its role in the economy is that in hard times its harder for theme to get help for everyone because there is not enough money to help.
Federal Emergency Management Agency(FEMA) is an agency that help out with areas as flood prone. Thet are the first agency that comes and help out with any flooding or disaster or even emergency. They provide shelter, food ,clothes, etc. Their mission is to support any citizen and first responders to ensure that as a nation we work together to build and improve. They work together with many different, non-profit and private sector agencies to assist the public in preparing, responding, and recovering from any disaster. FEMA also work together wih the Red Cross.
The tole of the FEMA is planning, organizing, training, equipping, exercising, evaluating, and taking corrective action in an effort to ensure effective coordination during incident response. The Independent agencies is to work on their own without the help of the other agencies. They only work the why their want to and they don't bother with the other agencies and how they do their work its all about how they want to work and how they want to do it.
The primary purpose of FEMA is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the president that FEMA and the federal government respond to the disaster. FEMA also provides these services for territories of the United States,

Witnesses noted that resources and staff have been shifted out of FEMA and into other DHS functions and said the current structure stifles FEMA's decision-making by requiring input from DHS officials. Larry Larson of the Association of State Floodplain Managers noted that the agency's focus has shifted to terrorism preparation and away from hazard mitigation. Despite these problems, lawmakers and some witnesses praised President Obama's pick to head FEMA, Craig Fugate, who most recently headed Florida's disaster relief agency. He was confirmed this week to his post.

It examines how communities can plan, fund, construct, operate, and maintain vertical evacuation refuges.
